The Global Shield against Climate Risks was launched as a response to the fragmented and often inaccessible disaster risk financing (DRF) landscape facing climate-vulnerable nations. Unlike conventional financing structures, the Global Shield emphasizes a country-led, inclusive approach, allowing governments to take the lead in defining their DRF needs. This model not only prioritizes local context but also includes vulnerable groups through collaboration with organizations like the Start Network, which brings on-the-ground civil society perspectives into the Global Shield framework. In COP29, this side event will illustrate how the Global Shield’s model enhances the climate risk financing architecture by prioritizing country leadership, inclusivity, and gender-responsive approaches, thereby creating a blueprint for the global community to improve climate resilience.
