Summary

The Cellule de Prévention et d'appui à la Gestion des Urgences (CPGU), attached to the Prime Minister's Office, and the Ministry of Economy and Finance (MEF) jointly take the lead on the Global Shield process in Madagascar. Activities kicked-off in 2024 with the first workshop in September, followed by multi-stakeholder consultations and the second workshop in April 2025 to validate results of the stocktake and gap analysis that were both finalised in August 2025. Based on these discussions and reports, Madagascar recently submitted its Request for Support to the Global Shield. Read the English summary of the Request here.

Kick-off of In-Country Process

In April 2024, Madagascar officially joined the Global Shield against Climate Risks, marking a significant step in its climate resilience efforts. The country was selected in early 2024 following a comprehensive country prioritisation process led by the Global Shield Secretariat and confirmed by the Global Shield Board members.

Workshops & consultations

As part of the Global Shield In-Country Process, Madagascar hosted a series of workshops and multi-stakeholder consultations in 2024 and 2025. The first national workshop was held in September 2024, initiating dialogue on climate risk financing needs. This was followed by inclusive multi-stakeholder consultations and a second workshop in April 2025. Participants included representatives from government agencies, the private sector, academia, and civil society organisations, ensuring a comprehensive and participatory approach. These engagements led to the development of a stocktake and a gap analysis, which were finalised in August 2025. The outcomes will inform the design of tailored risk financing solutions for Madagascar.

Current developments

Currently, Madagascar is advancing in the Global Shield In-Country Process with the tailoring of the support package phase in response to the recently submitted Request for Support. Led by the Cellule de Prévention et d’appui à la Gestion des Urgences (CPGU) and the Ministry of Economy and Finance (MEF), the Request builds upon the findings of the stocktake and gap analysis, as well as insights gathered during the multi-stakeholder consultations and workshops held in 2024 and 2025.
