Summary

The Global Shield In-Country Process in Pakistan is led by the Ministry of Climate Change and Environmental Coordination (MoCC&EC) and is anchored in extensive consultations at both federal and provincial levels with a wide range of stakeholders. The Ministry is supported by UNDP Pakistan, which serves as the local support structure for the Global Shield. Following feedback from the Technical Advisory Group (TAG), the Request for Support (RfS) was refined and endorsed by MoCC&EC in May 2025. A summary of the RfS can be accessed here. The RfS is based on the thorough stocktake and gap analysis, outlines financial protection needs across multiple levels, and identifies concrete opportunities to scale and enhance existing initiatives through Global Shield support. The next phase will focus on tailoring a comprehensive support package in partnership with the GS Financing Vehicles and Coordination Hub members to align the support package with Pakistan’s priorities and adheres to the principle of subsidiarity.

Kick-off of In-Country Process

The Global Shield In-Country Process in Pakistan is led by the Ministry of Climate Change and Environmental Coordination and supported by UNDP Pakistan. The ICP was officially launched in November 2023 when the first in-country workshop took place in Islamabad. Based on initial analyses of the risk landscape and vulnerabilities, discussions focused on better understanding constraints and limitations of existing CDRFI programmes and developing strategies towards building a climate-resilient economy.

Workshops and consultations

Following the national workshop to initiate the process in November 2023, multiple and extensive consultations at both federal level and in all six provinces were held to analyse existing solutions and remaining gaps related to climate and disaster risk financing. A thorough stocktake and gap analysis report was finalised thereafter, where priority gaps were identified to inform the Request for Support. These include a lack of financial protection for public infrastructure, agriculture and livestock sector and a lack of adaptive social protection.

Current developments

With the Request for Support now finalised, the process of tailoring the Global Shield support package is currently underway. Following the principle of subsidiarity, support from Global Shield Financing Vehicles will build on contributions from Global Shield Coordination Hub members. The Request outlines financial protection needs across multiple socioeconomic levels, including the development of sovereign risk financing solutions, mechanisms to financially protect critical infrastructure, and the expansion of agricultural insurance for smallholder farmers, building on an existing area-yield index product.
