Summary

The Global Shield In-Country Process (ICP) in Peru is led by the Ministry of Environment (Ministerio del Ambiente, Perú, MINAM). Following a first workshop in October 2025, the country continues to pursue an inclusive ICP that builds on existing risk information and strategies for addressing climate and disaster impacts. A diverse stakeholder group has been convened to work towards a comprehensive Request for CDRFI Support that serves to address persisting protection gaps in Peru.

Country facts

Peru is located on the Pacific coast of South America and has a population of about 34.6 million people. Its diversity of landscape, ecoregions and ecosystems makes it one of the world's megadiverse countries.

Climate risks

Peru is one of the countries most affected by El Niño. While the coastal region is facing increased levels of flood risks, the Sierra region is increas-ingly affected by drought, landslides and frost. Beyond that, given its location in the ‘Pacific Ring of Fire’, the country is exposed to a high level of seismic activity.

In-Country Process

Following the inaugural in-country workshop in October 2025, ICP stake-holders are in the process of jointly discussing inputs for the gap analysis, which is expected to be completed in early 2026.

Launch of the Global Shield In-Country Process

The Global Shield In-Country Process (ICP) in Peru is led by the Ministry of Environment.

The ICP kicked off in early 2025 and was formally launched in October 2025 when the first in-country workshop took place in Lima.

Workshops & consultations

Through the first national ICP workshop held in October 2025, extensive input was gathered to inform the Stocktake and Gap Analysis. Consultations with national and international stakeholders are currently being carried out, with the aim of enriching the mapping of existing CDRFI solutions on the one hand, and persisting vulnerabilities, climate impacts and a lacking enabling environment on the other.

Current developments

Developing and finalising the Gap Analysis (Available for download in English and Spanish) in the final months of 2025 laid the foundation for an inclusive, robust Request for Support (Available for download in English and Spanish), which was submitted to the Global Shield in March 2026.
