Summary

The Global Shield In-Country Process (ICP) in The Gambia is led by the Ministry of Finance and Economic Affairs (MoFEA) and the Ministry of Environment, Climate Change and Natural Resources (MECCNAR).  A very promising process, with high government support led to two multi-stakeholder workshops, the establishment of an ICP task force and an additional expert group dedicated to fostering research and a local market for inclusive insurance. Kick-off of In-Country Process

The Global Shield In-Country Process in The Gambia is led by the Ministry of Finance and Economic Affairs (MoFEA) and the Ministry of Environment, Climate Change and Natural Resources (MECCNAR) and supported by two senior consultants. The ICP was officially launched in September 2024 when the first in-country workshop took place in Serekunda with a focus on innovative strategies to build the country’s resilience in the face of intensifying climate shocks.

Workshops,  consultations and gap analysis

As part of the inclusive ICP of the Global Shield, two national workshops with key stakeholders took place in September 2024 and February 2025 to analyse existing solutions and remaining gaps in the area of climate and disaster risk financing. The outcomes of the workshops were captured in a thorough Stocktake and Gap Analysis report, which maps the existing policy, institutional, and financial landscape, assesses available instruments across macro, meso, and micro levels, and evaluates exposure to major climate hazards such as droughts, floods, coastal erosion, and storms. The report also highlights key gaps, including limited access to and uptake of insurance, underdeveloped financial protection tools, insufficient data and modelling capacity, and the need for stronger coordination, regulation, and equity considerations. The report concludes with recommendations to expand financial instruments, strengthen institutions, and build an integrated approach to protecting vulnerable communities and critical sectors from climate-related risks.

Current developments – Request for Support

Based on the Stocktake and Gap Analysis, the stakeholders collaboratively outlined priority areas for strengthening financial resilience in The Gambia. This inclusive and participatory process culminated in the Request for Support (RfS), which formally
seeks financial assistance and technical assistance from the Global Shield against Climate Risks and its strategic partners to implement targeted solutions that enhance The Gambia’s disaster preparedness and response capabilities.
