The Global Shield against Climate Risks aims to support countries that are most vulnerable to climate risks. The initiative is currently active in Bangladesh, Costa Rica, The Gambia, Ghana, Madagascar, Malawi, Pakistan, Peru, The Philippines, Rwanda, Senegal, Somalia, and the Pacific region.

Global Shield In-Country Process
The support provided by the Global Shield is centred around an inclusive and country-led In-Country Process (ICP). It convenes an array of relevant local and international partners to assess climate risks and identify urgent financial protection needs.
The initiative counts on strong political buy-in, making for a unique demand-driven approach to Climate and Disaster Risk Finance and Insurance (CDRFI) support. The designated focal point of the lead Ministry heads the process and ensures that outputs are finalised and en-dorsed.
The process starts with a thorough stocktake and gap analysis that feeds into the identification of the most urgent protection gaps. On this basis, a Request for CDRFI Support is submitted to the Global Shield Financing Structure, which develops a proposal for a tailored support package. After the country’s final approval, the Financing Structure facilitates the implementation process.
